Job Description Summary

The Global C&C Resource Strategy & Planning Lead He/she is responsible for defining and driving both the long-term resource strategy and the short- to mid-term resource planning for Construction & Commissioning (C&C) activities across global projects and regions.

The role has two main dimensions. First, it leads the development of the long-term global load plan across all C&C roles and business segments, working closely with regional teams and the GSI Service & Operation organization (S&OP). Based on this demand outlook, the role supports the definition of the resource strategy, including hiring, competency development, and external partnerships.

Second, the role drives global resource planning and optimization across ongoing projects, enabling cross-region to support and COE resource allocation to meet business and project priorities. While HVDC commissioning is expected to be a significant area of focus, the scope extends across all relevant segments and C&C resource needs.

This role works closely with regional leaders, project teams, commissioning, construction, engineering, project controls, HR, and S&OP stakeholders to provide visibility on demand, capacity, utilization, constraints, and deployment priorities, while supporting standardization and continuous improvement in planning practices.

Job Description

Global Resource Strategy & S&OP

  • Develop and maintain the long-term global load plan for C&C activities across regions, roles, and business segments.
  • Consolidate regional demand forecasts into a global view of workload, capacity, and capability needs.
  • Support the definition of the C&C resource strategy, including hiring, competency development, and external partnership planning.
  • Drive the C&C S&OP process in alignment with regional stakeholders and the GSI S&OP team.
  • Identify structural resource gaps, capability risks, and capacity constraints, and support mitigation planning.

Global Resource Planning & Allocation

  • Lead global planning and optimization of C&C resource allocation across projects and regions.
  • Coordinate cross-region deployment of specialist resources to balance demand, utilization, and execution priorities.
  • Support COE resource allocation in line with project criticality and business needs.
  • Provide visibility on resource loading, availability, utilization, and competing demands across the portfolio.
  • Support prioritization and decision-making for critical staffing needs and resource trade-offs.

Project Support, Governance & Continuous Improvement

  • Support manpower forecasting and execution planning for construction and commissioning activities across projects.
  • Coordinate with project managers, commissioning managers, construction leaders, engineering, project controls, and regional teams to align resource plans with project schedules and milestones.
  • Track key planning assumptions, risks, and actions, and provide clear reporting to leadership.
  • Develop and improve standard methods, tools, and reporting practices for C&C load planning and resource management.
  • Promote consistent planning practices across regions and segments.

Qualifications

  • Bachelor’s degree in engineering, preferably Electrical Engineering.
  • 10–14 years of experience in resource planning, commissioning, construction, project planning, project execution, or workforce planning within power transmission, HVDC, FACTS, substations, or large EPC environments.
  • Strong experience in global or multi-regional resource planning, capacity planning, or specialist workforce deployment.
  • Experience with long-term load planning, manpower forecasting, S&OP, or similar planning processes.
  • Good understanding of construction and commissioning delivery models in complex project environments.
  • Experience working across regions and functions in a matrix organization.
  • HVDC and/or FACTS experience is highly desirable, though broader segment exposure is also valuable.
  • Highly skilled in developing end-to-end planning workflows using Primavera P6/MS Project while leveraging Power BI for real-time stakeholder communication.
  • Must demonstrate proficiency in managing project life cycles through SAP and the ability to build, maintain, and optimize management-level dashboards in Power BI.
